ROME - Local Council will increase by 200% the cost of ZTL City permits
for Coaches during the Jubilee period: Dec. 24, 2024 - January 6, 2026

From August 1st, 2024 Guided City Tours are limited to a maximum number of 25 persons for each group.

The reform on the regulation of the activity of Tourist Guides has been in force since July 13th, 2024 and includes a well-defined sanctioning framework: fines of up to 12,000 euro for illegal ones and 15,000 euro for those intermediaries who do not use “licensed” guides.

With the reform, only licensed tourist guides will be allowed to conduct guided tours: therefore, unlicensed individuals caught practicing the profession illegally may be fined by local police, public safety authorities and any other authorized entity with a fine from 3,000 to 12,000 euros.

Even tourist intermediaries – online or offline, Italian or foreign – may be fined (from 5,000 to 15,000 euro) if they do not use a licensed guide for their services. The same fine is foreseen for the managers of institutions and places of culture open to the public, even if belonging to private entities, who do not use a qualified guide or who prohibit or hinder in any way the entry of the guide and the carrying out of the related activity.
